In the middle of 2020, a new set of legislation stepped into force. The aim of the regulation was to increase the number of large (GT 500) merchant ships sailing under Estonian flag. This in turn would increase the demand for services on shore and stimulate Estonian economic growth and budget revenues.
This report is the first glimpse on how the implementation of the reform is going and a scenario building exercise that contemplates what should be done to increase the competitiveness of Estonian flag in the future.
