In the study, we explored the perspectives and expectations of local government (LG) officials regarding 33 services provided by the Social Insurance Board (SIB). The SIB’s services were evaluated, with data systems S-veeb and STAR receiving lower ratings, while supervision and guidance-related services were rated more highly.
It was found that LGs do not uniformly know or utilize all SIB’s services. Satisfaction with certain services was only assessable by officials from a few LGs. In 60% or more of the LGs, the following services were unknown or unused: unaccompanied minor foreigner accommodation and welfare management, issuance of operating licenses, and legal counselling for adult social services.
The primary expectation of LGs from the SIB is the high-quality provision and accessibility of state services. The idea of reorganizing SIB’s service delivery to enable LG officials to communicate through a single contact point with the SIB is supported by some, while others do not support it. Few LGs suggest that the SIB could discontinue some of its offered services, but many believe that the SIB should take over certain services currently provided by LGs. Identified services for potential takeover include shelter and refuge services, services for people with disabilities, specialized care, and general care services.
