The quality of transport infrastructure between the city centre and its major transport hubs is very important. Tallinn has a plan to extend its tram network to the Tallinn Lennart Meri airport. The analysis focussed on the financial and socio-economic returns from this project, using the EU Guide to Cost Benefit Analysis of Investment Projects as methodical cornerstone.
Two scenarios were compared:
• The demand for public transport is met by using mainly the already established public bus network;
• Substantial part of the demand for public transport is met by extended tram network.
The financial analysis was done from two perspectives: Tallinna Linnatranspordi Aktsiaselts (TLT), and City of Tallinn. In addition to the financial analysis, the socio-economic analysis dwelled more thoroughly on the monetarized time-savings from faster connections, environmental costs and benefits (impacts on the climate, pollution, noise pollution), and accidents.
