Estonian regulation on collective labour relation needs an update. The Ministry of Social Affairs ordered several research papers in order to analyse the present situation and practices as well as opinions and observations of involved parties on collective labour relations and the functioning of regulation in this field.
Our task was to focus on the private sector. A qualitative and a quantitative survey were made (in co-operation with Turuuuringute AS), also documents archived at the State Conciliator were analysed. The results of the research paper are primarily meant as input for consultations on collective labour relations and by doing that hopefully contribute into the forming of a constructive dialogue.
