Expert Opinion on Renewed Procedures in Estonia for Bringing in Highly Qualified Foreign Labour – Drafting of the Estonian Report

European union member states try to learn from each other and this time Estonia shared knowledge and talked about renewed procedures on hiring qualified labour force. One of the most important changes in the procedures was the establishing of the so-called salary criterion which was used to check whether a person who wants to work in Estonia is high-productivity worker or not. In short, wage is the mirror of productivity and if person hired from abroad receives high salary then he or she must also have high productivity.

Telework in Estonian Organisations – Case Studies

The purpose of this research paper was to describe the practice of using distance working and its facets in nine Estonian organisations. Interviews were carried out in every organisation which were used to describe the management of applying distance work and its positive and negative sides. The research is foundational for composing instructional materials for organising distance work.

Modelling External Costs of Estonian Land Transport

The goal of this project was to create a simulation tool that allows to calculate external costs of transport sector (costs that arise e.g. due to environment pollution, noise or congestion) depending on the total vehicle kilometres by transportation mode and vehicle type.

Case studies on Telework in Estonian Companies

Modern technology has made it possible to perform tasks that in the past demanded presence in the office, to be comfortably performed from distance. It is fully conceivable that telework centres locating in rural areas curb the time spent on long trips to the office and create jobs for those, who can only work in local area. This research project deals mainly with the latter. The main research question was, what kind of services are suitable for telework centre with a focus on jobs that can be taught to local labour force that is currently unemployed.
